Are the threads the same as the OEM studs that come on a 10/22 Sporter?

What is the flat piece with the two holes and how is it mounted.

On some of the older style 10/22's there was a removable screw on the factory forend band that goes around the barrel and handgaurd. You would remove that screw and insert the thin side into the slot and re-insert the factory screw to have a swivel mount position. Some of the newer 10/22's especially the composite stock versions come with a swivel mount loop on the front or various different composite and wood stocks, such as the magpul stock for example.
